Physical/Psychological Description:
William looks like a typical Englishman, with a short nose and equally short jaw. His golden hair is kept fairly short, and his eyes are an almost equally deep color of gold. He is about average height, with little defining features about him.
Psychologically, Dr Targe is a broken man. With the recent death of his wife, he feels himself incapable of maintaining his Hippocratic Oath. Before recent developments, William was a rather level-headed man, believing that anything could be solved by medicine or the right tools. Now, however, he is not as level headed as he was, having his world shaken by loss.

Background:
Born in Wales, William had a rather normal life growing up. Well, as normal as could be considered. He graduated from college with a Doctorate in Pathology. Shortly after graduating, he met Josephine, the Changeling that would eventually become his wife in another 18 months. They lived peacefully, with William proudly working his craft, providing for Josephine as she remained the stay at home wife she always wanted to be.
Then, illness struck. Like a thief in the night, Josephine’s health was taken from her by an unknown disease. Her body’s ability to adapt helped her to survive, but she needed a cure. William employed everything he knew, but it wasn’t enough. He would not give up on her, however. She was his true love, and he wasn’t about to let some disease take her from him. He began to research Immunology and Genetics, anything to find the source of the disease so that hopefully he could discover a cure, or at least a treatment other than her body’s adaptations. Sadly, no such result could be found. She continued to decline, and William stopped taking patients to give her his undivided attention. It became clear what he had to do.
Echo’s Clockwork more often than not had most, if not all of their organs replaced by mechanical counterparts. He would not interrupt Echo’s endless calculations for his own desires, however. No, he would turn her into a Clockwork himself. He researched endlessly to formulate how to create new organs to replace the ones that were failing because of this unknown disease. His organs were a success, replacing hers almost seamlessly; thanks in part to her adaptive body. The disease had already taken its toll, ad the surgery did her no favors in this regard. Within a few days, she passed.
Wracked with grief, William blames himself for her death. If only he had researched the replacement organs sooner, or if he had asked for Echo’s blessing on his wife, things might’ve been different. What had been done, had been done, and there was no way to change it. Even now, the pain of loss still burns in the hole in his heart that his wife once sat.
